MUSKOGEE, Okla. - OklaNews -- Janet Holman Gillin has spent over 30 years serving others through roles in child welfare, developmental disabilities, job coaching, and workforce development. Her work across Kansas, Oklahoma, Tennessee, and Arkansas has helped individuals and families find stability, independence, and purpose.
Born and raised in Okay, Oklahoma, Janet earned a Bachelor of Arts in Education from Wichita State University. Though she began with a passion for teaching, her career quickly shifted to human services. In Kansas, she worked as a Child Welfare Specialist focused on family reunification, ensuring children had safe homes to return to.
In 1991, Janet joined the Oklahoma Department of Human Services as a Case Manager in the Developmental Disabilities Division. She played a key role in the closure of Hissom Memorial Center, helping transition residents from institutional care to community-based support. She worked closely with state and federal agencies, courts, and advocacy groups to ensure individuals received housing, services, and opportunities for independence.

Janet continued advocating for people with disabilities throughout her career. In the 1990s, she expanded into workforce development as a Job Coach and Employment Trainer. She helped adults with disabilities gain skills, find meaningful work, and build confidence.
Later, in Tennessee, she served as a Training Specialist for the Department of Mental Health and Developmental Disabilities. There, she helped develop one of the first online training platforms for service providers, improving access to essential education across the state.
Janet has always bridged policy and direct service. Her programs have strengthened community support systems, expanded access to care, and improved job opportunities for vulnerable populations.
Outside of work, she volunteered at women's shelters, offering resources to survivors of domestic abuse. She is also a proud mother of five children and one stepchild, all of whom have built successful careers and embody her values of service and leadership.
